Lawson, Nighbert indicted in road case
Conspiracy, bribery, obstruction of justice charged over state road bids
LEXINGTON, Ky. — Leonard Lawson, long one of Kentucky’s most influential road contractors, was indicted yesterday along with former Transportation Secretary Bill Nighbert on bribery and other charges for allegedly tampering with the state’s bidding process.

The indictments charge that Nighbert helped leak confidential cost estimates for certain contracts to Lawson.
Having an estimate before submitting a bid would give a contractor who faces no competition an idea of how much he could charge and still get the contract.
Lawson used the estimates to determine his bids for about 10 road contracts worth nearly $130 million, the indictment charges.
